Fred Carter will review new IPC guidance on contracting for Ontario public sector institutions. He will explain the origins, goals, and development process of the guidance, focusing on privacy and access to information. Fred will also cover how the guidance is being promoted, its practical applications, and how it can help public agencies meet legal compliance requirements and best practices. He will also address questions regarding access to winning bids, referencing guidance from Open Contracting: Proactive Disclosure of Procurement Records (2015). The virtual session will include a Q&A opportunity.

Fred Carter is Senior Policy and Technology Advisor at the Office of the Information and Privacy Commissioner of Ontario (IPC). He provides strategic research and advisory services to the IPC Commissioner, Assistant Commissioner, senior management, and staff on a wide range of technology and policy issues.  Prior to joining the IPC, Fred worked for the Privacy Commissioner of Canada, the Standards Council of Canada, and private-sector tech companies in similar policy and advisory roles.
