Catherine Payne, County of Simcoe
Catherine Payne is the Manager of Procurement & Sustainable Operations with the County of Simcoe. She is a Certified Public Procurement Officer, Chartered Manager, and active OPBA member with twenty-five years of public procurement experience. In addition to providing procurement leadership to her organization, Catherine also provides oversight for sustainable operations and implementation of the County’s Corporate Climate Action Plan.

Faren Bogach, Construct Legal
Faren Bogach is the founding lawyer of Construct Legal, a law firm focusing on construction and infrastructure law (www.constructlegal.ca). Faren drafts procurement documents and contracts, navigates claims, fights disputes, and more. Prior to founding Construct Legal, Faren was a partner at a large law firm in downtown Toronto.
Faren also developed software that helps users navigate the statutory prompt payment regime without needing to call a lawyer.
Faren is currently the chair of two not-for-profit organizations that provide—and are developing—affordable housing in Toronto. She is also a director of Alterna Savings, one of Ontario’s largest credit unions.
Tracy Eso, BFA, CIP, CRM, ACI, Intact Public Entities
Tracy Eso is the Risk Assessment and Solutions Manager in the Risk Management Department at Intact Public Entities, with expertise in insurance claims, risk management, and captive insurance. She has over 20 years’ experience in the insurance industry. Tracy is an instructor for the Insurance Institute of Canada and has spoken at various industry conferences on topics ranging from climate change to liability claims. Her focus at Intact Public Entities is to research risks that municipalities across Canada are facing, develop ways to mitigate those hazards and educate municipal clients in best-practice solutions to create resilience in the face of an ever-changing risk landscape.
Steve Ness, President, Surety Association of Canada
Steve Ness began his career in the surety industry in 1981, He is currently the President of the Surety Association of Canada having assumed the post in August 1994. He is also a founder of the organization and one of its original directors. Steve has authored a number of articles on surety bonds and the suretyship process He has spoken on the subject in North America and in Europe. He has also lectured on the role of suretyship in the construction process at the University of Toronto and the Insurance Institute of Canada. The association is the de facto voice of the industry and represents 97% of surety writers from coast to coast.
Ken Rayner, VP, Market Development and Communications at the Infrastructure Health & Safety Association (IHSA)
Ken has been with the Infrastructure Health & Safety Association (IHSA) since 2010. Since 2011, Ken has been part of a team working with Ontario’s Buyers of Construction to demonstrate the value of COR® as a health & safety pre-requisite on the projects they fund. This engagement has influenced the following buyers to adopt COR®: Toronto Transit Commission (TTC), Metrolinx, Infrastructure Ontario, City of Toronto, Greater Toronto Airport Authority, York Region, City of Brampton, City of Mississauga, City of Ottawa, City of Vaughan and Town of Milton. Ken also hosts the IHSA Safety Podcast and IHSA’s outreach strategy to small business owners in construction, transportation, and the electrical utilities. Prior to joining IHSA, Ken was involved in the management system auditing practice at both KPMG and British Standards.
